49 A few days later Germany was to make a mockery of the ‘common foreign policy’ when, on 23 December, it defied agreed EC policy by unilaterally recognising the independence of Slovenia and Croatia. This might have seemed an admirable recognition of the right of these nations to self-determination, particularly since Croatia was fighting desperately for survival against a ruthless Serb invasion, but it brought much opprobrium on Germany for having broken ‘Community solidarity’.
