After a few months in Charleston, Souers transferred to San Juan, Puerto Rico, where he again served as district intelligence officer and staff intelligence officer to the naval commander of the Caribbean Sea Frontier. Years later Souers recalled that his business friend Forrestal, undersecretary and later secretary of the navy, had first offered him a navy financial administrative assignment, but Souers wanted active service. Finding himself “lonely and bored” in Puerto Rico, he turned to Forrestal to help him become deputy chief of ONI under Inglis, who opposed Donovan’s plan for an independent “autocratic” director of central intelligence.52 Inglis was honest enough to recognize that the jealous feuding between intelligence organizations was unhelpful. Referring to wartime tensions between OSS and army intelligence, the admiral noted, “You would have thought that one was the enemy, rather than the Germans and the Japanese.”53
