Conclusion. The EU in Afghanistan: impact and shortfalls
For the EU, its engagement in Afghanistan has represented a steep learning curve in light of the magnitude of the reconstruction task alone. Its increasing engagement, however, also signaled the external recognition of its increasing role as an international security provider. EUPOL Afghanistan, the Common Security and Defence Policy (CSDP) police mission launched in 2007, came into being in no small part on account of transatlantic pressures for the EU to make use of its civilian crisis management instruments. In this sense, Afghanistan represents a coming of age for CSDP and the EUâs ability to contribute to international crisis management. This chapter has highlighted that the EU has had an impact with respect to Afghan stakeholders, its international partners - and in its financial commitments. To be sure, the EUâs capability to act and to coordinate has been negatively affected both by the broader fragmentation of international efforts as well as the insufficient political and financial commitments on the part of member states, particularly as far as EUPOL is concerned. European engagement in Afghanistan has thus exposed the weaknesses in the EUâs external policy more generally. At the same time, the EUâs ability to continually readjust the focus of its policies, and to engage in a growing number of policy areas in light of changing external conditions and in respond to the demands of its partners, also illustrates that the EU has come far in its ability to deliver in post-conflict reconstruction as well as in its growing international reach.
