A Turning Point for the Twenty-First Century

Rebuilding the world will be the greatest task we have seen since the Second World War. It will require enormous imagination, dexterity, and discipline, and we must do it. It must be a world with democracies as the foundation, with the world’s emerging regions free to decide their own destinies and ever-more-integrated with the Allied economic community, and with the authoritarian ententes disrupted and no longer joined together in their conflict with the Allied World. Finally, it must provide the groundwork for containing a totalitarian China that is held back behind a Great Wall of Democracies and left behind by the progress of free states.67

The older generation among China’s people understand that their rulers bring tragedy and devastation through their ambitious plans. Many alive today in China lived through the Cultural Revolution. There are those who experienced the Korean War, the Great Leap Forward, Maoist purges, campaigns, border wars, and diplomatic isolation, and even the massacres in Tiananmen Square. Those memories live on, and we must preserve them outside of China, as China’s dictators rewrite their history as a tale of upward glory. It is not America’s job to decide or influence the political fate of China. That job is for the Chinese people alone. We must ensure, however, together with our Allies and partners across the world, that China’s ambitions do not decide the fate of the world, nor the fate of America. A contained Communist China, living inside a world of its own making, will eventually decide its own fate, but it must do so in isolation. It will be the job of our diplomats to remind China that it was America—our institutions, our capital, our technology, our markets, the world order that we built, and above all our strategy of engagement—that brought China its period of economic prosperity and the end of the poverty and dismay that it had known for much of recent history. However, first we must rebuild the world.
