were available for the units undergoing management development on absences without leave, arrests, sick calls, or hospitalization. All of these rates declined during the period of the experiment. In the absence of similar data for the other experimental treatments or for the control group, there is no way of knowing whether this improvement reflects the intervention or a general improvement in the entire division. The data do suggest that different intervention programs may produce incremental improvements in some attitudes or behaviors, but there is no universally applicable tool for improving organizational climate or organizational effectiveness. These findings are consistent with Bowers and Hauser's analysis of ten intervention strategies in 1,140 civilian groups.58 As shown in the Fort Campbell study, they found that management development is an ineffective strategy. They also found that survey feedback is effective in groups at intermediate levels of organizational functioning. Over 60 percent of the 200 navy groups in their study fell in the intermediate range. On the basis of the organizational similarity between the army and navy described above, the author anticipates that this would also be true for most army units.
