Santa Anna asked the Mexican government to lift the ban on trade in Yucatán, but the government did not see things his way. Santa Anna, in a characteristic display of his ability to think in grandiose terms, concluded that the only way trade with the island would not be interrupted would be to conquer Cuba and free it from Spanish rule. For that, he would lead a liberating expedition, in the style of Simón Bolívar and José de San Martín, so he gathered 5,000 men and prepared to sail in August 1824, having heard the news that there was discontent on the island. According to his calculations, the Cubans would welcome him as a savior and support the landing of his troops. However, Spain learned of the plans and fortified the island, leading the Mexicans to call off the plans and ensuring the Spanish would hold Cuba until the end of the Spanish-American War.
