Conclusion

The Christian right secured much from the Bush administration’s sex education policy. The dramatic expansion of funding for abstinence-only programmes not only fulfilled the moral agenda advanced by social conservatives, but at the same time created an influential and vocal constituency that had a direct interest in the maintenance and development of abstinence projects.

Why, when sex education is considered, has the Bush administration given so much political ground to the Christian right? The answer lies in the character of public opinion. Although, at first sight, public opinion appears to be behind the sex education ‘industry’ and comprehensive forms of provision, this is misleading. As the 2003 Zogby International poll suggested, when specific components of the sex education curriculum are put to parents, there is a dramatic fall in levels of backing. Median opinion backs away from the issue.
