1940–1959

World War II did not so much diminish political corruption and scandal as divert it from the public T T eye. One of the few politicians active in uncovering political misdeeds during this period of national unity was Harry Truman, Roosevelt’s vice president. Dogged and ruthless, Truman used congressional investigations to uncover fraud, waste, mismanagement, profiteering, and other irregular activity. As he stated to the U.S. Senate, “I have had considerable experience in letting public contracts, and I have never yet found a contractor who, if not watched, would not leave the Government holding the bag.” As president, Truman was also a conspicuous target for investigation, from scandals attached to his administration to past association with the notorious Pendergast machine in his home state. One politician who got nailed along with the contractors was James Curley, Democratic representative from Massachusetts, who was sent to prison in 1947 for defrauding companies. From 1940 to 1959, at least half a dozen other congressmen were indicted and imprisoned on charges ranging from bribery to income tax invasion. Preshadowing his later brush with dishonor, candidate Richard Nixon—first as a gubernatorial prospect, then as Eisenhower’s selection for vice president—became a lightning rod for political attacks.
