Conclusions
In characterizing the U.S. R&D enterprise, I would offer the following concluding thought. Our R&D enterprise is much less of an enterprise than a collection of organizations, facilities, and processes for conducting R&D. At times, the organizations intersect, but this tends to be more happenstance and less deliberate, often based on fortuitous circumstances. Trade shows, conferences, and symposia such as the Association of the U.S. Armyâs annual meeting discussed earlier serve as a sort of speed dating for learning about and promoting emerging technologies. Venture capitalists have emerged as increasingly important in supporting especially the early technology promotion.
In this âenterprise,â priorities are developed in a decentralized manner, and often the technology is not well shared across the stakeholder communities. All too often, at the end of the chain is the individual who must decide whether to allow a technology into his or her world with less than complete information.
Despite a plethora of organizations and processes dedicated to the pursuit of scientific advancement and technology development across the government, in industry, and in academia, the 1993 National Academy of Sciencesâ description of the U.S. S&T policymaking as a ânonsystemâ seems appropriate. Such a critique of the U.S. S&T community (and by extension the R&D enterprise) begs several important questions:
How could such a seemingly haphazard approach have led to the economic prosperity and national security we have today?
Will such an approach serve the United States well in this growing tech war?
How can the United States increase our competitiveness for waging this tech war?
What strategies should be employed to increase the U.S. capacity to prevail in this tech war?
