7.2Research Methods

The methods of comparative assessment, analytical design, economic environment research, dialectics, system approach are the priority research tools.

The scientific novelty consists in consideration of project-planning office of an NTI through an addition and correction of the model of planning office of public foundation of funds and institute of development of the RF.

The main conclusions can be used within public administration by enterprise policy of the RF, formation of new instruments of economic development in the institutional environment of the Russian society, within writing of scientific articles.

The process of accumulation and translation of innovative plans in the global competition conditions demand the reorientation of the Russian economy toward a high-tech development. According to it, the various development strategies for the short-term, medium-term, and long-term periods are developed. At the head of these strategies, there is an NTI.
