17. Emergency shutdown: Both the vessel and the shore facility must have a means of stopping the flow of oil or hazardous cargo in the event of an emergency during a transfer operation. For vessels, the method may involve a pump control, quick-acting power-actuated valve, or an operating procedure. The emergency shutdown must be operable from the cargo deck, cargo control room, or the usual operating station for the person-in-charge of the cargo transfer on the vessel (Figure 9-6).

The facility must provide an emergency means to enable the PIC of the vessel to stop the flow of oil or hazardous cargo during a transfer. The method of shutting down may be electrical, pneumatic, mechanical linkage to the shore facility, or through electronic voice communication.

For oil transfers, the facility must stop the flow to the vessel within the following limits:

Sixty seconds for facilities that commenced operation on or before November 1, 1980.
