Local governments would also resist limits on adding more jobs. They want the added local tax revenues such jobs provide. As a result, two key ingredients of any overall jobs-housing balancing strategy would be extremely difficult to put in place politically.

Other subregions suffer from the opposite problem: a surplus of housing units in relation to jobs. There the appropriate balancing policy would be to inhibit more housing construction. That policy

would probably be enthusiastically accepted by many existing residents and local governments eager to limit further growth. Hence many such communities would adopt growth limits reducing annual additions to the housing supply. But those communities are also the ones in which the least expensive new housing in each metropolitan area is being built. Consequently, the policies that are supposed to improve the balance between jobs and housing might choke off the creation of additional new, relatively low-cost housing in peripheral areaswithout adding many new units in older areas with job surpluses. This outcome would make the shortage of affordable housing worse and would not shorten average commuting distances. 18
