U.S. PV Research and Development

Research and development (R&D) is crucial to increasing the efficiency by which solar cells convert sunlight into electricity, as well as reducing the cost of manufacturing solar PV modules.2 Scholarship by Gregory Nemet (2006) has found that improved cell efficiency is second only to increased production plant size as an important factor in explaining PV price decline from 1980 to 2001, responsible for 30 percent of the price change during this time. High levels of R&D expenditures are associated with high levels of innovation in photovoltaic technologies as shown through patenting activity (Kammen and Nemet 2005). Federal policies supporting R&D include funding for more researchers and new laboratories, innovation grants like the Small Business Innovation Research (SBIR) program, and public venture capital funds.
