July 1988

Edward Lee Howard sat in a chair in the living room of his tiny apartment in downtown Moscow. The furniture looked like something out of a Motel 6—cheap, modern, and uncomfortable. The apartment was relatively bare and devoid of any personal items except for a single photograph of Mary, his wife, and Lee, his son.

Though his wife would visit him occasionally in Moscow, she had decided not to abandon America, and remained there to raise their son. The U.S. government never chose to prosecute her as an accomplice to her husband’s daring escape.

Howard was making notes on a pad of paper, letting his Russian handlers know which faces in the field of photos in front of him were CIA officers. They had been taken by KGB surveillance of Americans as they entered and departed various U.S. embassies around the world, including Moscow.

Of three he was certain, and two others looked familiar, so he included them.

His anger at the CIA had not abated. He was not finished with his war of revenge.
