Learning from Documents

Having mapped some of the landscape of generic policy solutions in an effort to identify promising approaches, we now need to get more specific and try to learn which interventions have worked in the real world, going beyond the RCT and the systematic review.

Solutions surface in two ways: from documents and from people. A few methods and tools will help us to make sense of the welter of available memos, white papers, and other literature from which these ideas emerge. After discussing documentary research, we examine how to use collective intelligence—people—to identify possible solutions. In both cases, to guide your search, it is essential to start with the problem you defined in chapter 4 and refined through uses of human-centered design (chapter 5), data analysis (chapter 6), and collective intelligence (chapter 7).
