Led by Jim Hayes, an anti-gun Canadian diplomat, and financed by Japan, the anti-gun forces from the 1995 Cairo Congress set about the work of attaching a firearms “protocol,” or companion treaty, to the Convention Against Transnational Organized Crime that the U.N. in Vienna was developing. Not to be outdone, the U.N. Office for Disarmament Affairs in New York started its own series of studies financed by Japan and chaired by Japan’s Ambassador Mitsoro Donawaki. The long-term goal: control all small arms.

Underestimating

During one of the innumerable meetings in Vienna, Japan’s Mission to the U.N. asked me to come discuss the firearms protocol. They were anxious to evaluate the strange phenomenon of a NRA representative at the U.N. A Japanese official named Inomata lectured me on why U.N. gun control would be successful.

“We will outlast you on this issue; you Americans have no patience. We’ll take 10 or 20 years. We think there is strong domestic support for gun control in your country.” Inomata, like too many American politicians, seriously underestimated grassroots support for the NRA and the Second Amendment in this country.
