Ground floors are different to upper floors because the underside is exposed to the ground or to the cold outside air. Therefore, ground floors require the incorporation of damp-proofing and thermal insulation, both unnecessary in upper floors. The latter, on the other hand, have to reduce sound transmission between floors. Also, when they are between different occupancies or are the second floor, upper floors need to be a barrier to fire. This means that you’re likely to use two different designs of floor on each level because of each floor’s different usage and location.
