A chop forms where the fetch of the wind is short and equilibrium has not been reached. Such conditions occur in a harbour on a windy day. Chop offers little serious threat to a well-equipped kayak, though it can be most unpleasant. Steep 1-metre (3-foot) waves are just big enough to throw a bucket of cold water into your face every five seconds when you are paddling into them.
