No. The Sprint Review is a mandatory event in the Scrum. No matter what the outcome of the Sprint is, the Sprint Review cannot be canceled.
It is important for the Scrum Team to understand that the Sprint Review is an excellent opportunity for inspection and adaptation even in the absence of a Product Increment. The feedback from the stakeholders can determine the course of action for the next Sprint.
