ASSUMING A MOTION

A presiding officer who knows when and how to assume a motion has a great time-saving tool in his arsenal.

Incidental motions sometimes lend themselves well to this technique. When the chair detects that the members will follow some course of action that may well be moved, seconded, and stated by the chair, he saves a lot of time by assuming the motion and asking for general consent.

Examples of this presiding technique appear throughout this book. Assuming a motion is most often used when a particular item of business is already on the agenda, such as specific motions scheduled to come before the membership by previous notice.

To assume a motion, you just assume it. For example, you simply say, “Are there any corrections to the minutes?” Nobody has to make a formal motion. Assuming a motion is completely proper if it’s clear that the motion is in order and that the membership intends to debate and decide it.
