Protecting NATO’s post–Cold War role would further allow the United States to dominate European security. In fact, Bush had already used his 1990 State of the Union address to propose CFE limits of 195,000 troops each for the United States and Soviet Union that would lock in the Soviet troop withdrawals from Eastern Europe.²³⁴ Since the U.S. proposal excluded the 30,000 U.S. troops in Britain, the new deal would give the United States quantitative as well as qualitative superiority in Europe.²³⁵ By March, State Department analysts concluded that it was strongly in the United States’ interest to push reunification within NATO as it would offer “a drastically reduced military problem,” “a revived ‘active buffer’ between the Germans and the Russians,” and help move the states of Eastern Europe out of the Soviet orbit.²³⁶ By implication, U.S. military dominance would then be assured, as placing the Soviet Union’s keystone ally in NATO would guarantee that the Soviet Union and Warsaw Pact were neutralized, while the United States remained in Europe with NATO intact and U.S. forces forward deployed.²³⁷
