THE SAME ISSUES that had plagued relations throughout 1984 and 1985 persisted through 1986 in spite of efforts to tackle some of them. Furthermore, new irritants arose: in April, Gorbachev blamed the United States unfairly for using the nuclear catastrophe at Chernobyl for propaganda; in May, there was a battle of words over U.S. military action against Libya; in September, Soviet authorities charged an innocent American journalist with spying. Most of the other issues were carried over from 1985.
