At a minimum, the PDM system will need 3 states: Work In Progress (WIP), Pending Signatures, and Released.

Signatures

Signature requirements are highly dependent on business practices for review and release. You may have required and/or optional signatures for every product or only a certain class of products. Most aerospace and defense projects require an engineer signature and quality signature, but may also require analysis, manufacturing, and management signatures to ensure all the appropriate stakeholders have reviewed the product to be released.

Your business practice of the desired hardware release will define how long the release process takes. The bottom line is that the more signatures are required, the longer it will take to get the product released. It is important to keep in mind that the length of time it takes to release a product generally has very little to do with the software employed for PDM or PLM and more to do with those who review and sign, their comfort level with the release process, and their ability to use the release tools.

Your organization can choose to do signatures by each individual logging into the system and applying his or her digital signature approval, or a single approver can approve for all. These are business decisions, and the software tool you choose should implement your desired signature process.
