WINDWARD AND LEEWARD

Blue is to windward and must keep clear. Yellow may change course (giving room to Blue to keep clear) even if that forces Blue over the starting line.

Provided the race hasn’t started, Yellow may change course (giving room to Blue to keep clear) even if that forces Blue over the starting line, but once the start signal is made, Yellow must immediately bear away to a close-hauled course (unless she needs to sail above close-hauled to get round the pin).
