I recommended to the legislature that the budgetary laws be amended to provide for a biennial budget. This recommendation also provided that after the budget was submitted by the governor it be received and studied by the House Committee on Appropriations and by the Senate Finance Committee. The rest of the legislature was to adjourn while the fiscal committees studied the budget request.

I also set up a bureau of the budget in the Executive Department and solicited every department to submit a timely and orderly request to this bureau for appropriations for the next fiscal year. In the off years, amendments would be submitted. This would give the executive branch and the legislative branch ample time to study the requests of the various departments. It would make it less likely that a mistake could be made, or a meritorious request overlooked. I also suggested that we abandon the fiction that the state could not incur debt.
