There were a number of reports of CCTV being installed incompetently such that when breaches occurred, they were not captured on camera because the installers had just been ‘randomly putting cameras in’ (Domestic violence service worker). Furthermore, badly installing cameras on people’s properties also carries other risks. For instance, in one circumstance, certain clients also ‘discovered they could see a lot of the inside of their neighbour’s home’ (Domestic violence service worker). In this regard, placing cameras in individuals’ homes carries the potential of violating the right to privacy of others. Likewise, when cameras are installed without the suitable expertise and understanding of how to ensure the footage is adequate for evidence-collection purposes or is compliant with courtroom standards of evidence, then the deployment of CCTV may provide false assurances to clients and ultimately be a waste of resources for the domestic violence service.

Finally, if CCTV is to be deployed successfully with clients of domestic violence services, a minimum expectation would be that the clients are (a) educated sufficiently by the commercial provider on how to operate the system in order to exploit its key functionalities for their own safety, and (b) treated sensitively and skilfully by the security workers tasked with installing a CCTV system in someone’s home. However, there were no guarantees that this is usually the case. In one reported circumstance, a particular security company upset a number of clients of a domestic violence service by being brusque and unhelpful, and it would not sufficiently explain to users how the system worked:

we had client complaints, definitely. And I think it was just around not being friendly, and not being supportive. Not really explaining the system that was in there, or how to use it properly.
