[T]his branch of law has become remarkably international in the sense that legislatures and judges in various countries have found that international cooperation is necessary to reach satisfactory solutions of those practical legal problems, which arise through international intercourse. Private international law in the twentieth century is characterized by extensive international cooperation intended to create uniform conflict rules.1

But:

Reform at international, regional or bilateral levels has been patchy and slow, and, when contrasted with the international commercial arbitration regime, progress borders on the pathetic.2
