Conclusion

Elections at all levels of government were vigorously contested by partisan candidates. Both parties analysed in this chapter made an ongoing effort to ensure that organisational development was stimulated across the country, with Estonia’s decentralised electoral systems and partisan campaigning down to parish level acting as an ongoing impetus for this activity. Policy-making structures also had an element of decentralisation to ensure that members in all regions were included. Both parties organised for electoral success, deploying their resources for maximum electoral impact. It is likely that Estonia’s decentralised electoral system has stimulated and shaped the patterns of organisation and campaigning that are analysed in this chapter.
