The county making a “time difference” with the prefecture

The working group reached another agreement in Shanyang township, namely “Agreement on power restoration of Shanyang township by the Dahe Station,” but the approval process of the agreement met with some troubles. The working group to Shanyang township in November 1984 was named “joint working group of the prefecture and county.” Since the leader of the working group was Wang Jintang, a deputy mayor of the county, therefore, the working group was actually lead by the county. It is thus clear that the working group’s opinions on investigation were partial to the district and the township. The report proposed two points of suggestions on power restoration, namely, first, it required that if the low-voltage line of Shanyang township was up to standard, the station should restore power supply. Second, it suggested that Shanyang township be exempted from paying electricity bills it owed before the year 1982. However, the prefecture didn’t agree with the suggestion on the electricity bill by the working group. On November 29, the Deputy commissioner Huang pointed out clearly at a meeting he convened that Shanyang township should pay off the electricity bills monthly, without paying the overdue fine; the circuit between Shanyang township and the Dahe station should meet the safety requirements before power restoration.

However, the county party committee convened a meeting with related persons in charge in the county and the township in the afternoon of January 24, 1985, and made six items of decisions on the leftover problems of Shanyang township and the station. The first item was about “the problem of power restoration,” saying that “the high-voltage line from the Dahe station to Shanyang township has been repaired up to the standard, then the Dahe station should immediately supply power; the low-voltage line in Shanyang township should be repaired by power supply station of Shanyang. The power should be supplied to a line as immediately after it is repaired. The 6,160 yuan Shanyang township owed to the Daha station before the end of 1982 could be waivered.” The six items of decisions were announced by the county mayor Guo Taihua the next day at the meeting of cadres of 11 groups; later, they were issued in the form of county party committee document on January 26.

If it is the case that there was ambiguity in the problem of power restoration between the prefecture and the county, then there were two distinct opinions on the electricity bills Shanyang township owed in 1982 within the governments: The prefecture decided not to waive the electricity bills, while the county decided to waive them. How did the county reply to the prefecture in face of the organization principle that subordinates should obey their superiors? The very same day when Pingxian issued the six items of decisions in the form of county party committee, Pingxian county government also issued a formal document, which was a second request to the prefecture for waiver of the electricity bills that Shanyang township owed before the end of 1982.
