A good further question is how do you draw the line marking out the âpoorest.â I donât have anything particularly helpful to say here about that except that I donât think itâs that complicated, but it is complicated enough. Additionally, the leveling-off of world population is obviously also vital to dealing with the shortage of global capacity to absorb emissions, but this is far too complex to be dealt with quickly here. It is important to bear in mind, however, that two factors that contribute to declines in fertility rates are improved child survival levels and improved education for women, both of which depend on elimination of extreme poverty.
