During his remaining years there were three other occasions when Peppercorn felt able to describe his views on an industry he had graced for more than forty years. Coming so late in his career they are particularly interesting, because they are the product of a mature and intelligent man in the twilight of his career who had thought deeply about his role and his profession.

In 1947, just before the railway industry was consumed by nationalisation, Bulleid encouraged his three fellow CMEs – George Ivatt for the LMS, Frederick Hawksworth from the GWR and Peppercorn – to summarize their views on ‘Railway Power Plant in Great

Britain’. On 12 June that year, all four men presented their thoughts at a centenary lecture in London to an audience of fellow engineers as well as those from other scientific and management fields and politics.

Ivatt spoke first and was followed by Peppercorn. He began with a very revealing statement about the state of play within the LNER before moving on to a detailed description of the work undertaken by his department:

‘Policy respecting locomotive developments has been largely influenced by the factors governing production in the immediate post-war period, and investigation into advanced designs with a view to production of such units has not formed any part of the LNER’s policy. The company’s resources of finance, manpower, and facilities, are being concentrated on restoring the basic locomotive stock to its previous level of mechanical reliability, and to building up a fleet of modern locomotives of improved performance and greater availability to replace many of the now obsolete classes.
