This is to be contrasted with what an IRA spokesperson stated in 1975: ‘Suppose we get the release of all detainees, an amnesty and withdrawal of troops to barracks, we are still where we started in 196988.’ All these developments represent strategic progress for the British state. In January 1976, a commission headed by Sir John Bourne produced an important document entitled The Way Ahead. It recommended the reduction of the army presence and police primacy for counter-insurgency tasks (‘Ulsterisation’), treating republican prisoners like ordinary criminals (‘Criminalisation’) in order to give public opinion the impression that the situation in Northern Ireland had become normal again (‘Normalisation’). After examining above the issues of policing and justice, demilitarisation and arms and human rights, it is difficult to avoid the conclusion that if the 1998 Agreement ‘secured remarkable progress’ in something, it is in advancing the ‘ulsterisation’, ‘criminalisation’ and ‘normalisation’ agenda of the British state. Republicans, however, are closer to where they started in 1969 than to achieving their aims.
