The Relationship between Development, Parking, and Transport Amid Urban Decline

In cities with declining populations, resources are strained and development is scarce. Mandated parking minimums add burdensome development costs and complications, creating unnecessary challenges for improving cities. This condition can be overcome with parking reform, as seen in Buffalo. The repeal of minimum parking requirements makes sense for cities like Buffalo that are highly walkable, bicycle friendly, and transit-rich. It is also a logical response to parking oversupply.

Throughout Buffalo, the parking supply is likely to be consistent with (or exceed) demand, with ample opportunity for both free and paid off-street and on-street parking. Population decline and slow economic development (until recently) have tempered overall demand for parking in the city. These conditions, coupled with a lack of development pressure, ultimately made it reasonable to propose the repeal of minimum parking requirements during a zoning reform. Parking availability is adequate (or better), and there was little resistance to the idea of erasing parking requirements in outreach proceedings.
