Northern Ireland findings of the Organisation for Economic Cooperation and Development literacy, numeracy and problem solving skills survey (2013)

• The percentage of Northern Ireland adults aged 16–65 years performing at level 1 or below in literacya fell from 23% in 1996 to 18%.

• Overall, the trend between the International Adult Literacy Survey and the International Survey of Adult Skills is more positive for Northern Ireland than for many other countries that participated in both surveys. Only Poland, Italy, Australia and England showed significant increases in literacy scores since 1996.

• Northern Ireland’s literacy levels were higher than those in France, Italy and Spain. A number of countries, including England, Denmark, Germany and the Republic of Ireland, had literacy levels that were broadly the same as those for Northern Ireland.

• Those who earn the most in Northern Ireland are also those with the highest level literacy, numeracy or problem-solving skills.

• Those adults with lower levels of educational attainment perform less well on literacy, numeracy and problem solving.

• Northern Ireland’s numeracy levels were below the Organisation for Economic Cooperation and Development average; however, they were significantly better than those in the United States, France, Italy and Spain.

• Northern Ireland’s performance in problem-solving skills in a technology-rich environment was below the Organisation for Economic Cooperation and Development average.
