THE BENEFITS AND CONTRADICTIONS OF AID

In her commentary on Africa in Chapter 10, Susana Edjang provides a radical critique of the way aid has been used and suggests that much has been in reality short term humanitarian aid rather than long term development aid. She argues that it has reinforced dependency in health while failing to address the long term issues which will help African countries develop and thrive. The discussion in this chapter complements her commentary by providing a global overview whilst also arguing for fundamental change.

There have been enormous benefits claimed for aid programmes but there have also been very serious criticisms. Looking at the benefits first, there are some striking successes. Among the many examples are the way in which the GAVI alliance has helped avert more than 7 million deaths since 2000 through vaccinations; child mortality has halved since 2000 at the outset of the MDGs; HIV/AIDS is beginning to come under control with rates of new infections dropping worldwide; NTDs are being tackled; and, outside the health sector, more children are in school than ever before.

While celebrating these and other truly remarkable achievements we should also be mindful of some important questions:

Could these results have been achieved more efficiently and with less corruption?

How much can properly be attributed to aid rather than to other factors?

What are the unintended consequences of aid?

What is good aid and what is bad aid?
