Some of what China is proposing is a dramatically reformed, up-to-date model of multilateralism: a reform-minded global neoliberalism with a strong developmental flavour. In this regard, Chinese foreign policymakers are operating with the benchmark assumption that close economic ties will build close political ones. We should think long and hard about this idea – and for this reason, we need to know how China itself stacks up on the Portland Communications soft power index (see Figure 4.1).
