Amendment IX

The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.

9TH AMENDMENT

Not all of your rights are in here.

Ratified December 15, 1791

Just because we listed a few specific rights DOES NOT MEAN they are your only rights (i.e., we may have forgotten some).

FYI

Madison is acknowledging that he may have forgotten to include certain rights in the Bill of Rights. As such, he wanted to ensure that the rights he didn’t include could still be protected by the Constitution. To be honest, it’s a pretty genius move. Also, since 1791, the Supreme Court has decided that these “unenumerated” rights include things like traveling, voting, privacy, and personal health decisions.
