The Home-Schooling Movement

Home schooling, also known as home education or home-based learning, occurs when children are educated at home, typically by parents but sometimes by tutors. Home schooling is another form of school choice.88 According to researchers at the U.S. Department of Education, the home-schooling movement in the United States has grown significantly in recent decades, from about 15,000 students in 1970 to more than 1.5 million students in 2007.89

Online Schools and Digital Learning

Another form of school choice is conducted through online schools. Online schools can be run publicly or privately and allow students to work with their curriculum and teachers over the Internet. Online learning can be utilized in combination with traditional classroom learning or can replace it altogether.90 According to advocates at the International Association for K–12 Online Learning, 40 states have virtual schools, 30 states and the District of Columbia have statewide full-time online schools, and over 1.8 million students were enrolled in distance-education courses in K–12 school districts in 2009–2010, most of which were online courses.91
