4.7. Latino Legislators and House Markup Action on NAACP Supported Legislation, 110th Congress (2007–2008)

The LCCR is not strictly a black civil rights organization, but its policy priorities closely mirrored those of the NAACP in the 110th and 111th Congresses. This is not surprising, because the head of the LCCR during Pelosi’s years as Speaker of the House was Wade Henderson, who had been the head lobbyist for the NAACP’s Washington Bureau in the early to mid-1990s. The proportion of black legislators on a committee was also significant in determining whether LCCR bills received a markup. In the 110th Congress, the likelihood that bills lobbied on by the LCCR received a markup was 0.44 when committee membership was 20 percent black, compared to 0.01 predicted probability when the committee was 1 percent black (see figure 4.8). The same was true when Obama was president and Democrats controlled the House in the 111th Congress: the proportion of blacks on committees was significant in ensuring that LCCR-supported bills received attention. Figure 4.9 shows similar results for a bill’s chance of markup, with 0.50 predicted probability of LCCR bills receiving a markup when blacks represented 21 percent of the committee compared to 0.00 probability when blacks represented 1 percent of committee membership.
