Metropolitan Washington Airports Authority

The region’s newest organization is the Metropolitan Washington Airports Authority (MWAA). It was established by interstate compact in 1986 between the U.S., District, and Virginia governments. It operates Dulles and Reagan National airports, the Dulles Tollway, and other related property previously administered by the Federal Aviation Administration, under a fifty-year lease from the federal government. The authority’s seventeen-member board is appointed by the president (three members), the governors of Virginia (seven members) and Maryland (three members), and the mayor of Washington, DC (four members), who appoint a president-CEO who manages the airports and other facilities.48 BWI–Thurgood Marshall Airport is not within the authority’s jurisdiction. It is managed by the Maryland Department of Transportation Maryland Aviation Administration.

A self-supporting organization, the MWAA’s operating functions are funded from landing fees, rents, tolls, and concession revenues at the two airports. It funds capital improvements by issuing revenue bonds, federal and state Airport Improvement Program funds, and passenger facility charges. It also operates the Dulles Tollway, using tolls for its management and improvement and as part of the financing of construction of Metro’s Silver Line that will serve Dulles.49
