Governance (creating the conditions for change)

Lisa Lund was the United States Environmental Protection Agency Deputy Associate Administrator for the Office of Reinvention, within the Office of the Administrator when she wrote the following presentation. This means that she was the person working on adapting the EPA to meet the challenges of the new century. She is now EPA Acting Deputy Director, Office of Compliance. A trained scientist, Lisa Lund worked at the state level in environmental protection in Arizona before moving to the national level.

Lund’s Project XL (eXcellence and Leadership) is a form of governance as a tool for obtaining superior environmental performance—through innovative, experimental, flexible approaches. Lund says that, once open to the new system, project participants— companies or local governments—tend to reveal all their secrets, which is a big change in environmental protection experience, where the regulating agency has in the past been seen as the enemy. In fact, the degree of openness and public participation required by Project XL might suggest that, instead of being included here, in this section on governmental tools, the idea belongs in Part 4,‘Civic action’.This is indicative of a sea change in environmental protection, where new alliances are forming.
