The CC will have regard to both the range and the number of persons with control of media enterprises. The CC will also have regard to the degree of control exercised by one enterprise over another, including whether the extent and level of control are increased as a result of the merger. Where control is less than complete, the CC will consider whether in practice it would enable the controlling enterprise to dominate the policy and the output of the controlled enterprise.
