GOVERNMENT INSPECTION PLAYED TWO IMPORTANT ROLES IN THE patriot war effort. First, inspectors provided guidance to manufacturers in the production of military stores. Many craftsmen and ironmongers had never made weapons and ordnance. They needed and wanted oversight. Several ironmongers such as the Hughes brothers and John Patton asked for government assistance in the form of an inspector stationed at their works. Inspectors also provided patterns, written instructions, and verbal instructions to contractors regarding government specifications. Once inspectors had instructed contractors, they then took on the role of examining stores to ensure their proper manufacture. Then, inspectors judged the quality of items made for the government. Inspectors physically and visually examined items before placing them in government magazines. Inspection and instruction were not, however, the limits of government efforts to mobilize and direct private manufacturing. The government’s desire to ensure that the army was sufficiently supplied led it to involve itself even further in the productive processes of contracted craftsmen.
