Conclusion

This chapter has discussed the sustained industrial expansion between 1949 and 1957 under the stimulus of a number of factors: the post-war economic environment, the impact of the 1948 customs agreement, the establishment of the Federation of Rhodesia and Nyasaland, and, more importantly, the relentless efforts of industrialists. Buoyed by the increasing importance of their sector and the quest to advance their interests, industrialists formed a national association in 1949, the FRI. The FRI proved a useful vehicle through which the industrialists could engage the state in seeking assistance for the expansion of secondary industries. In spite of several pleas, the government rarely conceded to the FRI’s lobbying. Instead, it stuck to its avowed policy of leaving industries to paddle their own canoe, with the state only offering assistance where necessary. Without the state’s guaranteed protection and other forms of support, secondary industries nonetheless expanded both in number and value. Having grown in number from 508 in 1949 to 923 in 1957, secondary industries had surpassed mining’s net output and were catching up with agriculture.
