The following morning at 9:45 a.m., Director Hoover again sent a memorandum to Tamm regarding the Osborne situation. In it, he wrote,

Mr. Connelley stated that the local authorities have taken photostatic copies of the note and have taken it to Osborne and have obtained from him apparently a fairly definite opinion that it is in Anna’s handwriting. Mr. Connelley stated that Henry had said nothing about a definite identification, apparently waiting until Osborne could see the original which they have requested and which he is to show him today. I stated he, Connelley, should take the note over so that they cannot put us in the position of holding out on them. I stated that if Osborne makes the identification of the Russian and under questioning she may break.…Mr. Connelley stated that he believed the Osbornes would make a definite decision that the note was in the Russian woman’s handwriting and that as a matter of fact, he, Connelley, had no doubt personally that the note was written by her.…Mr. Connelley stated that they had made up a Russian transcript of the note and had asked the woman to translate it into English; that today she produced an entirely new system of printing, in a sort of script type. Mr. Connelley stated she knew what they were after and he has no doubt that she is trying to deceive them as to her printing.
