no interest of district authorities in the idea of creating SSCs; and

insufficient financial, facility, technical and IT resources to make organizational changes (Fig. 28) (Modrzyński et al., 2018, pp. 39–40).

At the same time, it should be emphasized that almost one-third of the surveyed districts do not exclude the SSC creation in the future or a decision on its creation has already been made (Fig. 29). Experiences of districts that have created SSCs are so promising that they provide an incentive for other units, which is promising for the future as an instrument that comes from and is characteristic of private sector. The fact that it more and more public units in Poland with large share of local government units shows that there is still a very large area for the development of this tool, both in terms of its subjective and objective scope.
