For reasons that are not clear, Cuba was the slowest of the islands to turn to sugar. In 1534 Gonzalo de Guzmán asked permission to bring fifty male and female Black slaves, free of any fees, so that he could build an ingenio. He suggested that the “island would receive much benefit because it would be reason that other sugar ingenios would be established.” He received a license to bring fifty slaves from Portugal or Cabo Verde over the course of two years, with the stipulation that they not be Wolof.47 He had four years to build the ingenio and would be liable to pay the full tax on any slaves he imported if he failed to finish during the specified time period.48
