The reason for this is that the centreboard has a large surface area in contact with the water when fully down, which introduces a fair amount of drag that slows the boat down. As the driving force of the wind moves forward while the boat bears away from the wind, the requirement to prevent sideways slip is reduced. You can therefore lessen the drag by raising the centreboard.
