Strom Thurmond described Biden’s strategic dilemma as ranking member.

We had a good relationship and still do. I don’t believe he feels they’ll back him up. Kennedy and that crowd want to have their way. . . .[Biden] is pretty liberal, but he’s a right nice fella. He’s more accommodating and more reasonable and willing to work things out.

Because of a lack of staff resources, his career plans, and the distribution and intensity of preferences on the Democratic side, Biden chose to focus primarily on criminal law issues, which fell within the jurisdiction of the subcommittee on which he was ranking minority member. Indeed, it would be inaccurate to argue that Biden lacked influence across-the-board, as he usually took the lead on items considered by his own subcommittee. But on other matters, Biden regularly deferred to the relevant subcommittee ranking minority member.
