At a caucus of 15 opposition Senators in Senator Nye's office this morning, it was decided to wind up the series of speeches and prepare to debate amendments beginning Wednesday. It was felt that the effect of prepared speeches was wearing off and speeches relating to the various amendments would give the public fresher interest. It was expected that the Foreign Relations Committee amendments, first to be considered, would take several days. The sentiment of the senators was strongly for opposing any filibuster at the moment. It was felt that the numerous amendments would provide ample opportunity for speeches and the give and take of debate. If the situation developed so as to suggest the possibility of a filibuster, the question could be threshed out then. The most conservative estimates placed the earliest possible date for winding up debate on amendments at the first of next week. Some senators expressed belief that debate on amendments might last two weeks. Two senators, Holman (Ore.) and “Cotton Ed” Smith (So. Car.) [Rufus C. Holman (R-Oreg.) and Ellison S. “Cotton Ed” Smith (D-S.C)] came out against the bill today.
